Shaft with with a flat edge, used to adjust the bandsaw blade guard up and down.
If the blade guard becomes stiff to adjust, it is probably just clogged up with sawdust. It can be stripped down and cleaned, see the Downloads section for instructions on how to do that.
The flat side holds the cog in place, there is an M8 thread on one end for fixing. Length 45mm.
